Gather some toy boats and set them out in your block area. If desired, stick some blue contact paper onto the floor somewhere in the block area to make pretend water. Have the children create boat docks with the blocks. You can add some rocks or other props to this area as well to make it more realistic. Or try using contact paper to make an island in the water where they can drive the boats to. Let the children use the materials and their imagination in creating boat docks!
