Collect some sunglasses, dark hats, dark overcoats, some funny glasses with the nose and mustache attached, or any other spy ware you can come up with. Also provide the kids with spy gadgets such as play cell phones, cameras, walkie talkies, or binoculars. Set the items out as a prop box for the children to use in dramatic play.
